The two bodies that conduct IELTS in Nigeria (British Council and MOD IPD) determine the dates available for the exam. This means that you cannot set your own IELTS date. However, you can choose from the dates set by the test bodies. Hence, you still have some freedom of choosing your own date, although only of preset ones.

The following schedule spans 16th November, 2019 to 30th May, 2020.
